To mobilize the debate and dialogue on urban issues at a policy level, as well as help marshal commitment and action, a total of 11 official regional and thematic high-level meetings were held throughout September 2015 to April 2016. Thematic and regional meetings both had an international scope, although the regional meetings identified and addressed urban issues based on regional considerations and prioritized regional and geographical participation, and thematic meetings were based on specific and relevant topics and issued thematic recommendations. The debates and policy recommendations from each of the 11 meetings culminated in a final participants' declaration, all of which were considered official inputs to the Habitat III process.

A number of official regional and thematic high-level meetings involving a wide range of participants debated priorities for the New Urban Agenda and policy recommendations in the form of a final participants’ declaration. The final declarations from regional and thematic meetings were considered official inputs to the Habitat III process.

Thematic and regional meetings both had an international scope, although the regional meetings identified and addressed topics based on regional considerations and prioritized regional and geographical participation. In this regard a regional meeting gathered recommendations reflecting the consensus reached at the regional level on a specific topic or on the entire spectrum of a proposed New Urban Agenda. Thematic meetings, which were based on specific and relevant topics, issued thematic recommendations.

As a result of a call for proposals, UN Member States, local governments, and other institutions expressed their interest in hosting a regional and/or thematic meeting as a way of engaging in the preparatory process towards Habitat III.

Regional and thematic meetings were selected based on the quality of the proposals, relevance of the topics, as well as envisaged participation and commitment to the Habitat III process.
