Graduate in Law from the National Autonomous University of Mexico (UNAM). He also took a course of Political Analysis from the Universidad Iberoamericana and has a specialty in Constitutional and Administrative Law at the UNAM. Additionally, he has two Master’s degree, one in Management and Local Public Management from the Carlos III University of Madrid and another one in Law from the UNAM. As well, he holds two PhDs from the National Institute of Public Administration and the National Autonomous University of Mexico on Public Administration and Law, both with “Honorable mention”. In the public local administration, he was Legal Adviser to the Secretary of Sectorial Policy; Technical Secretary of the Advisory Council of Agricultural Sector; Deputy Legal Director General in the Ministry of Agrarian Reform today Territorial Agricultural and Urban Development; and Chief of Staff of the Attorney General of the Federal District. He was elected Deputy of the Legislative Assembly of the Federal District in the VI Legislature, where he served as President of the Commission of Government and Coordinator of the Parliamentary Group of PRD. He is the author of the book "The Parliamentary Administration vs Public Administration" edited by the Nacional Institute of Public Administration. He teaches as professor of the Faculty of Law of the UNAM for eleven years, which holds the Chair Ovilla Special Manuel Mandujano. In July 2015 the Head of Government, Dr. Miguel Angel Mancera Espinosa, appointed Counsel of Legal Services of Mexico City. He has also served as Technical Secretary of the Working Group that helped the Mayor of Mexico City, in the drafting of the first constitution of the city that gave the Constituent Assembly on 15 September.
