    SESSION I: Humanitarian Shelter and Settlements: Relief, Recovery and Reconstruction
    This training will enable participants to understand the history and overview of humanitarian relief, recovery and reconstruction of shelter and settlements (S&S) after major disasters. Participants will be able to understand the history & trends related to the sector(s), best practices in assessments & programming strategy, basic shelter responses, linkages of shelter and its urban and rural context (settlements), disaster, Risk Reduction, and how to reconceive the road to recovery of the affected settlements.

    The training was developed by USAID/OFDA and InterAction with the partnership and contribution from several member organizations. It has been facilitated over 20 times in the US and other countries and over 1000 people have accessed it online. The session at Habitat 3 will be tailored to reflect Habitat III issues with additional updates from recent crises.

    SESSION II: Awareness-raising on Housing, Land and Property issues
    The International Federation of Red Cross and Red Crescent National Societies (IFRC) has acquired considerable experience in shelter assistance from decades of involvement in disaster response and as co-convener of the IASC Global Shelter Cluster. Significant regulatory barriers often impede the swift provision of appropriate and equitable assistance after natural disasters, harming individuals and families whose homes have been damaged or destroyed. The objective of this session is to introduce and raise awareness on key concepts such as security of tenure, building codes, land use planning and housing, land and property (HLP) issues. At the end of the session, the participants will have an increased understanding of regulatory barriers to shelter and settlements programming and acquire basic knowledge on how to take into consideration/overcome regulatory barriers in disaster response and programme design. The session will incorporate and discuss case studies and real-life examples from disaster response, such as the 2016 Ecuador earthquake response. This session will provide a quick overview of the issues addressed through the newly piloted two-day HLP training of the IFRC.
