Description: Quito is a city that has grown out its possibility of governance. We need to review the way the very diverse territories are being attended or not.
The Municipality has a very poor eficiency performance in many ways and its areas of work have been divided so much, that we no longer can have a real integral approach to nearly nothing. It takes too much effort to try to do so and sadly it mostly depends on the will of the worker or the relation/communication that they may have with the others, with no real tools or meacanism that helps the important connection.

The same problem we have with the laws (ordenanzas) that are also very much divide and confuses everybody, including the people who are suppose to enforce them.

This confusion and separation of functions is what we believe makes citizen participation almost impossible and therefor a wall exists between the authorities, who are supposed to represent the people, but are so very separation because of all the burocracy, and the trust has been lost, so it kind of goes both ways.

We need to build bridges, with the ackowledgement that the system needs to change.
Implementation modalities: A team from the municipality that is willing to work with the community to get the best result possible, needs to be created.
Making sure that we can communicate to the citizens of Quito.
Having the Habitat III Conference being held in Quito is definitely a huge help, because that way most people will be aware of the fact that a need of change is in the horizon.

The New Urban Agenda has a very important topic in equity. Most cities, and Quito is no exception, is invaded by cars. And authorities are afraid of making decisions that will affect them. The streets in Quito are very agressive towards pedestrians and cyclists. Cars invade sidewalks all over the city, and the worst part is that there is a law that is not enforced that prohibits parking on the front of lots, but they make as if they don't see this and no control is enforced by AMC Agencia Metropolitana de Control.
We need to address the problem that EPMMOP is for the way MDMQ works.

We certainly need to continue with the descentralization process that the law COOTAD gave us and make sure that the Administraciones Zonales will have the autonomy that they were supposed to have.
The biggest issue is having a Mayor who will share the power and decisions. We need to have a Mayor who thinks about the city and not its own interests or views.

Quito is divided in 9 Administrations, but they have almost no power of decision or budget to do anything directly, so the relationship with the citizens is complicated since not much of what can be promised can be accomplished, or at least not as offered.

It's very diffcult for any Mayor to acknowledge and be for every area in Quito, so we definitely believe that we need to make those cells autonomic.

The need to have a social value towards the land is very important too, so we can plan ahead and build when the budget permits.

Housing is a hug issue as weel, no affordable housing exists in the working area of Quito. Most people leaves the metro area and lives in suburbs that pressure the highways, creating a vicious circle.

Public Transportation is in hands of a group that won't better the service and have power over the routes, something needs to be done there as well.
Expected accomplishments: Revise the laws we have.

Revise the organizational and functional chart of the Municipality

Help the sustainable mobility gain space, respect and security in the city.

Better the sidewalks and make the city grenner giving shade to pedestrians.

To have an office in the municipality to coordinate with the neighborhoods, so they can share the agenda and work together
Deliverables: Present a proposal for the laws that need to be reviewed or eliminated along with a new organizational and functional chart of the Municipality

Present a proposal for integrated and multimodal transport system for sustainable mobility.

Present a design and proposal for redistributing the space in streets of Quito.

Start the conversations to create an office in the municipality to coordinate with the neighborhoods, so they can share the agenda and work together.
