Expected accomplishments: City, regional and national authorities have established systems for adopted enabling legislation and put in place effective decentralized governance that fosters urban safety.

- Development of National Guidelines on Safer Cities integrated into National Urban Policy frameworks
UN systemwide Guidelines on Safer Cities
- Compilation of promising practices on safer cities
