    A presentation of the efforts made by the National Fund for Housing and Reconstruction (NFHD) and the Housing and Development Fund, Ministry of Planning and Public Utilities, Khartoum State, to provide dwellings to different sectors of the community and how innovative financing is provided for the programme. NFHD and HDF, MPPU, embarked on designing, financing and supervising construction of dwelling units of low cost core-houses, middle income flats and high income villas to be allocated to applicants in accordance with a set eligibility criteria and conditions. Banks have been mobilized to secure financing and charges and overheads are paid by the profits made from selling flats and villas, in a form of self-financing and cross-subsidy approach adopted to provide profits to minimize the cost for the poor people for their low cost units.
