The UN-HABITAT SAFER CITIES PROGRAMME is the local government-support programme addressing crime, violence, conflict and insecurity in cities that is grounded in the concepts of good urban planning, better urban management and good urban governance. This programme provides technical support to cities in the development and implementation of city crime prevention and urban safety policies and plans while supporting knowledge management, tool development, training, advocacy, outreach and networking. The Programme is the secretariat of the Global Network on Safer Cities (GNSC) and has been tasked by member states at the UN-Habitat Governing Council to develop UN systemwide Guidelines on Safer Cities as part of the implementation plans for safer cities in the new urban agenda.
