Habitat III, next year’s U. N. conference on cities, is facing a double-edged sword. On the one hand, it comes on the heels of an exhaustive year of high-profile multilateral activity — this week’s Financing for Development conference in Addis Ababa, September’s Special Summit on Sustainable Development in New York and December’s COP 21 climate negotiations in Paris. Some observers have worried about summit “fatigue” before it’s all over.
